Fantastico latest build has known issues of creating files and directories with some scripts, (the one we are sure about is Mambo), with incorrect permissions.
this is not something we have control over, nor can we revert back to an earlier build of Fantastico. Fantastico is a 3rd party add on and we can not alter its behavior significantly.
Until Fantastico fixes this problem we strongly advise that you manually install add ons whenever possible.
We apologize for any inconvenience and wish there was something we could do to fix this situation.

I am pretty sure this also affects the installation of PhpBB. We had a support ticket last week that seemed to be related.
