You might want to check out th4e phpwebsite support website. We have users who use phpwebsite but i know none of the tech volunteers or staff use it.

I don't think it is a feature of phpwebsite to allow or deny file types. Which means I think there is a problem with out web server.
How do I go about getting that corrected?
Its definitely not a server issue. I uploaded MP3 files to the server this afternoon for a site we are designing. the server doesn't care what type of file you upload, though many CMS programs, (and forums as well), allow the admin to only allow certain files to be uploaded. This is not a server function, its a software function. Unfortunately PhpWebsite's error message is pretty darn unhelpful.
Another possibility is that whereever PHPW's file manager is trying to upload the file to a directory with incorrect CHMOD settings, but again, thats hard to determine since the error message doesnt specify the problem or even what directory its trying to use.
Or, it could simply be your file is corrupted, you have a firewall that is interfering, or a connection issue. Its impossible for us to know since PHPW doesn't say what the problem is.
If you can't get assistance from the PHPWebsite official site, I would try uploading the file using FTP and then using it from PHPW - if that is possible.
