AccountLabs Plus has better reviews in the reseller community, but it is a commercial application, whereas PhpCoin is free.
We used PhpCoin until it was not robust enough to meet our needs any more. After looking at dozens of applications, we decided to go with ModernBill. Its $25 a month, but it has many different payment processor options AND can use Fraud Guardian and other fraud verification applications. Plus it can be set to auto create and suspend accounts.
