Great Web Authoring Tool for New Webmasters

We all have to start somewhere, and when it comes to creating your own web pages, its sometimes hard to know where to begin. Some "so-called" tools, such as Microsoft Publisher, are readily available pre-installed with newer PCs. I say "so called" tool because I have yet to meet anyone who has successfully taken pages created in Publisher and been able to turn them into a real website.

Others, such as Microsoft FrontPage or Macromedia's Dreamweaver are fairly easy to use, but besides being a tad too expensive for a new webmaster, many of the built in features (especially in FrontPage), ruin any chance of someone just learning about HTML to create a page that will work correctly in different browsers and various screen resolutions.
